If a recommendation is made by Specialist there must be some reason.In Oil & Gas business it is mandatory to go back to the Originator of such recommendation before taking any decision to the Contrary on hearsay,
Having said that,we have not come across such requirement in many Oil & Gas pipelines commissioned so far.
I hope in the Isolating joints you have installed surge diverters and earthed the line properly as per ICCP design.The velocity of Pigging for filling inert gas &C4+ Gas in is correctly selected so as not to cause Statics generation any where.
There is no harm to switch-off the ICCP but on switching Charging time is involved.
