B31.3 doesn't require explicitly any stress check during hydro test. However B31.1 asks for longitudinal stress during hydro test to be limited to 0.9Sy. Earlier version of Caesar did make stress check for hydro test for 1.33 times Sh in line with ocassional load limit as there is no specific allowable for hydrotest as mentioned in B31.1. However Caesar II Version 5.0 has removed that check to make it more compatible to code requirement. So it's now requirement of user whether to go for stress check during hydro test like in B31.1 accordingly it shall be mentioned in the project specification.
