Hi Ali
The small hole is normally at the bottom of the (horizontal) pipe and its function is to help drain the pipe of liquid when removed from service. Without the hole liquid would remain behind the orifice. This is important on plant like boilers.
It have heard some plants have a small hole at the top to permit the passage of small quantities of gas in liquid filled plant which would otherwise have to pass through the orifice and could cause slugging.
