For sour services, PWHT is mandatory for CS, irrespective of thickness. This is a service requirement. PWHT is also required similarly for Amine, caustic (above certain %age conc.) etc.

Check the P- No with respect to your pipe material, which is mentioned in
Appendix A1 of ASME B 31.1
With respect to the P-No refer section 131 for Welding Preheat & Section 132
for Post Weld Heat Treatment.
For A 106 Gr B , P-No is 1 ( as per 31.1) & since the pipe thickness is less
than 19 mm both post weld & preheat are not required ( assuming ambient temp
as minimum 21 Deg C)
