Reference to NACE was made in a reaction to S P Bhat remarks where he says:

For A 106 Gr B , P-No is 1 ( as per 31.1) & since the pipe thickness is less
than 19 mm both post weld & preheat are not required ( assuming ambient temp as
minimum 21 Deg C)

He further state that this was based on B31.1 (probably a power piping code user). I have not used B31.1 (basically we've used it in conjucntion with Section III while working in a nuke plant) for over 20 years having move to process industries. But perhaps by going over the NACE ( we normally pwht a weld joint in sour service) i was hoping that possibly he might again check the code requirement and perhaps consider PWHT. If my remarks have not added any value, my apology and request the admin to delete it.
