Could an argument be made for increasing the surface area of the opening (although if the valve and piping were correctly sized, that shouldn't be an issue)? Or maybe the original concept was based on discharges that extend horizontally, and cutting the pipe in that way helped to keep out rain?

So many "rules of thumb" for piping design and layout are based in its long history that we'll probably never know for sure.
