It's not about seniors being worried about CAD, it's about efficiency. When a senior designer is involved in the layout up front and that is passed onto a less experienced designer for completion then the less experienced designer has someone to learn from. Because issues that may have escaped the less experienced designer are addressed earlier the checking will also go smoother.
If the less experienced designer does not have that guidance the layout will suffer. Trying to resolve issues at the final stages during checking results in compromise and rework. The checker isn't really checking, but rather is finishing the design. Plus the originator doesn't always know of or learn by their mistakes.
Bottom line is CAD was supposed to make us more efficient, but the approach
that has been taken to it's use isn't.
