I think it makes much more sense to call it "Process and Instrmentation Diagram", than "Piping.." because, just like you said, it is like a PFD plus the instrumentation. And it doesn't tell you enough about the piping (routing, supports, some of the fittings like elbows), while it practically gives you a complete view of the process scheme. It is also done at an early stage when much more is known about the process than the particular piping arrangement that will be used.
What do you think?
