ASME are set of rules establishing the minimum req't for design, fabrication and testing. Normally referred as The Code. Since you subscribe to this forum, your interest maybe to PV&B and the B31 and the PTC. ASME is also an organization and in some countries makes compliance a mandatory requirement.

The ASTM is also an organization and publishes documents what we term in the industry as The Standards (66 annual book by my last count). Its use is voluntary unlike The Code unless its req't is spelled out in your spec. Your right - most of it is all about testing and materials but it also covers emergency standards and proposal. What u see in The Standrds are precise statement of req't to be satisfied by a product (like a pipe or bolt) and test method to evaluate the quality of that product. I normally include it as part of my purchase specification and design details (mto).
