The seismic force is occasional, whereas the vibration could be due to the two phase flow of the medium inside the pipe or other reasons and will always be there during operation. In my opinion, the cause of vibration must be attended to first. If unaviodable, we can use the vibration snubber.

you may be spending some big money for nothing. I will not recommend using a mechanical or hydraulic snubbers to control piping vibration (a lot has this reaction). but i will use snubbers (even knowing i would face a problem just maintaining this big sucker)when warranted to control the movement of pipe in the event of a seismic event. are there any difference between vibration and seiesmic event - sure there is.
