Regarding friction factor

Friends,

            My Question is regarding the factors which governs the value of friction factor.I have seen that in some project for steel to steel contact friction factor considered is 4.0 or 5.0.But in general it's value is 0.3 But in my graduation we considered the frction to be 0.4 for steel to steel contact( kinetic coefficient of frition)and .6 for static coefficient of friction.friends,will u please through some light on why the value of friction factor varies from project to project and what are the main factors governs the value of fiction factor.
