In my experience, commissioning criteria vary. What are the design criteria for pipe supports (earthquake zones, etc.), what is the pipe transporting (flammables, corrosives, water, medium pressure steam, etc.), if inside, what is the industry (potable/food, pharmaceuticals, sewage treatment, petrochem...), what is the pressure and acceptable pressure drop, etc.

In general, the commissioning criteria are: does it meet local and industry codes and standards, does it meet the facility/owner/process needs.
