Yes, I would agree with this. The client isn't insisting on EN13480 and this is a good reason not to use it for some of the systems that tie in to existing pipework.
The completely new systems will probably have to be done to EN13480, although Norway isn't in the EU so it shouldn't be a legal requirement? I am not sure how the legislation works if the supplier is in the EU and the Client isn't.

It was the first pipe stress program I used, I remeber it being very hard to understand initially, luckily there were enough experienced people in the office to keep me right. The manual only served to cause confusion, and hasn't changed much in the last 15 years. I think somebody just starting out would really struggle with it. That might not be such a bad thing though if it would encourage new piping engineers to learn something about piping rather than just diving into the analysis.

STAAD is the standard structural program used in the office I am in, I haven't heard any major complaints from the users here, who are all experienced structural engineers. The IT guys don't like it though, I think there are compatibility issues with the dongles from REI and those for other software.
