I have done it several times. Normally I get paid for sharing that experience and knowledge, as it is more than one can fit in even a series of e-mails, and there are normally use and locale-specific issues. There are many environmental services companies (mine is not one) that do the cleanup part of this work. You might want to start there, as they can give you a cost and schedule estimate for cleanup. Plant maintenance supervisors will know some of the rest. There are also national and regional standards that suggest or mandate mininal needs (such as US EPA and OSHA, and EU equivalents).
