get the country in the political and economic equivalent of a black hole, and
then come up with a search for weapons of mass distraction.
Actually, you might have a real need for those subs. You could have an all-weather patrol on the outer continental shelf for lobster, whale and codfish poachers. With the Mad Cow scares, and the Adkins diet getting people off eating grains, seafood could be a strategic resource!

Jumping ahead a few decades...
Canada just spent $750 Million on 4 used British diesel submarines - can anyone tell me how this makes sense.
In my mind the submarine is an offensive weapon with very little defensive capability.
Does anyone really look upon Canada as an offensive power?
Can anyone picture a scenario where a Canadian submarine fires a torpedo or missile against anyone?
Would these subs have any kind of chance against their Russian, Chinese or Rogue nation counterparts?
We do a good job as peacekeepers - this purchase really baffles me.
