what fea software are you using? this affects the answer needed to insert because it depends how the "fea software" will apply and interpret it. eg what form are the stresses computed in. Are they von mises, or principal stresses, or Stress intensities, are they linearized?

this gives you a starting point (for a beam element analysis only with the two effects sufficently removed from each other) but method of applying it cannot be provided without knowing more about how you intend to use it and what your software is doing. Remember you are responsible for understanding what the software is doing, not the software.
the above does not give a combined SIF of both occuring simultaneously and
adjacent. For that
FEa software could be employed to determine the combined stress effect of
the discontinuity.

On ANSI B31.3 dont represent this type of conection
