Hi Rommel

cool name

is Weld-on the name of an adhesive? Can you describe what "they" are using to glue the joints? If it's a superglue (cyanoacrylate) then there is a problem.
Most PVC cements use methylene chloride as the solvent. It partially dissolves the PVC and the joint is made as the solvent evaporates. There is a trick you can use with superglue and baking soda (sodium bicarbonate), but it is not appropriate for piping that others are paying for.
Have a look on the web for "PVC pipe jointing procedure". Talk to the pipe material supplier regarding their recommended procedure. It would be helpful if you can describe what you asked them to do, how your asked them to do it and what its for. If you like I can send you a typical procedure for a PVC socket joint. We are talking about socket joints arent we?

Cheers

Steve
