Al,
If you are using CADWorx Plant Professional you have access to
ISOGEN. The splitting of isometrics for isometric and/or spool
drawings can be handled by the CADWorx 'Stop Sign' command.
These will ensure that your iso's/spools reliably break at the same
point each time.
So...

Yes CADWorx does and these can be used with CADWorx built-in
isometric tool OR with ISOGEN.

CADWorx Plant Professional does produce *.PDF files - like AutoPLANT
this is the only way that it can produce ISOGEN isometrics.
Give the CADWorx tech support guys a call or email them to see if
they can straighten you out on this matter. Let is know the outcome.
