You need a CAD engine first, like AutoCAD or MicroStation. That is about $4000US (unless Autodesk has increased their pricing again). Then, depending on what you need, you can buy various 3rd party add-ons for P&IDs, 2D CAD drawing generation, 3D piping, isometric production/auto-generation, equipment, etc.

If you want a full 3D piping package from most vendors count on paying over US$15K (that would include the core CAD engine).

All this stuff has to be purchased from authorized vendors via their respective regional resellers. In other words, you will never see AutoCAD or any of the other major third-party software authors selling their software over the internet.
