yes, guides will be fine. Once you have the design windspeed, you can work out the vortex shedding rate and adjust the guide spacing or pipe stiffness to achieve the required pipe natural frequency margin. I have never done this study on pipes, only on stacks, but the theory should be very similar. In many regions, the seismic requirements have a greater effect on design than vortex shedding, so I would check for the limiting case before designing the detail.
