Check with the PSV vendor.

Typically you can't because the valve will not seat properly after relieving.

can PSV's be installed in the Horizontal plane i.e. both inlet & outlet are in the same horizontal plane. My situation arises because of height & space restriction. In the above i have accounted for condensate draining for both the inlet as well outlet line.
