Don't really know what prompted this sudden outburst from you guys. Trust me, this doen't sound very nice...and I guess, its slightly unwarranted as well....something for which comments like these can be readily refrained from. I am an Indian (not sure whether that falls in your definition of "Central Asia" )....and I guess, like me, its amply manifested that there is nothing wrong with the English most of us speak/write. Hence, please do not generalise.
