You are the second person on this issue who missed one important point I
wrote. "IF YOU HAVE STEAM". If choice is there between steam and
electricity then steam is the choice. In offshore platform you will not
have steam. And for steam tracing only no body is going to make an
arrangement to produce steam.

For terrastrial plants, steam would be the right
choice, because of its ease of application and easy
availability as low energy source.
But when one has to keep the piping system warm in an
offshore platform, (for example) there is no
alternative but to go for electricity. Efficiency
factor comes next after this, for consideration.
