The selection of type of roof does not depend on the capacity but depends on the type of liquid to be stored and mainly on the flash point and the vapour pressure of the liquid. Mainly all Class A products like Naphtha , Petrol, Crude oil are stored in Floating roof tanks while clas B / C products like Kerosene , Diesel, FO are stored in fixed roof tanks . Also it depends on the user who recommends the type of roof . Also construction of floating roof tanks will be more expensive than fixed roof tanks . IF you can be specific on the product to be stored than more specific reply can be given.
