Suggest you collect more information about the load. A response spectrum of the loading for example. Caesar can perform a response spectrum or similar dynamic analysis.
Static mode of analysis is also possible by introducing a dynamic load factor and a static acceleration. But I suggest you first try for the former.
By the way, is this blast loading due to some explosion in mines? I have handled a similar project myself. Really interesting.
