CSO and CSC means Car sealed open and Car sealed closed . These two terms are used for indicating isolation valves whose inadverant closure or opening may result in catastrophic failure.These two terms are commonly used for identification of isolation valves on the PSV inlet and outlet lines . CSO valves under normal conditions are supposed to be kept open and CSC valves to be kept closed . In order to change open /close position of these two types of valves ,it should be under written instruction from the operation incharge or a authorised person .You can refer to a valve manufacturer about how to achieve since different oil companies has got own specification for achieving this .
