The various moderators had a few offlist email exchanges some months ago, but nothing came out of it (that's my fault, because I didn't act on the suggestions). The "upsetness" seems to happen every few months and then goes away until next time.
New subscribers get a welcome email that explains briefly how to ask effective questions, but not all read/use it.
