GAP guidelines query.

Dear Members,
In I.R.I. std. (now known as G.A.P. guidelines) ,it is mentioned that the distance between pipe rack to unit block valve is 15mtr ,but practically we have the block valve on piperack itself. What is the realistic meaning of the statement ?.
