I'm taking my cue from the ASME PV Code and the National Board
governing repairs. In those Codes rerating only applies to downgrading
to reflect certain kinds of degradation. If the Appendix is
non-mandatory I don't see how it can apply, since non-mandatory
appendices are advisory only. The ASME Code actually applies to new
construction only. Once it's stamped, that's it. The National Board has
rules for repair and rehab but they are specifically directed to
restoring compliance with the original construction Code. No upgrades.
