Yet one would think that good engineers would be paramount in the design of new process facilities.

Is it to be inferred that mediocre engineers that can put up with a lot of BS are preferable for these type of projects?

Or maybe major projects have a secret budget that is used to hire real experts to fix mistakes in the field after all the 200,000 "job creation" hours have been expended.
