As an exercie take your telephone list and highlight all those with the title "manager" or "executive". I did this in one organisation and it was 40% of the total. Now either the company was too mean to give the great unwashed a telephone or the place was over managed. Guess which one.

I sent the highlighted list to the managing director with a note suggesting if the company needed so much management it must be in a bad state under his leadership. I wasnt fussed about working there anyhow.

To my surprise he thanked me and the next round of cost cutting left engineering alone and got rid of all those wasteful middle men who clog the works shuffling memos and other bits of unimportant paper. No the company is one of the more profitable go ahead engineering organisations.
