chris, it is legit under the code. VEssels/piping are rerated down and occasionally up.It is possible to show it can be changed and i have done it way too often , but in the end always been approved by the AI and ASME agency.
done lots of vessel and piping rerates, too many to like. As others have said herein the
vessel/piping is undersized or has extra unused capacity. (available wall thickness etc etc). Often it was just done wrong. eg.Eng was quick and cheap and picked anything. The trick is finding the weakest link..

It is highly stressful work in every sense and the people you are dealing with have no idea....
End user expectations are totally unrealistic. rapid formula for burnout. I dont think its worth the grief.

The work is always compared the work aginst the cheapest 2nd hand "pre-owned" option and they always want guarantees up front, with crap /nothing for info and no budget to gather the data needed..
