It is the maximum operating pressure.

API 570 Para 8.2.6 refers to code 31.3 for pressure testing or if not practical allows to have full NDT in lieu of Hydrotesting.

Our concern was .

Present thickness satisfies the new deign pressure condtion but does not satisfy the new hydrostatic test pressure of 1,5 X new design pressure as per ANSI 31.3 para 345.4.2(a).

We have pneumatically tested the piping and found OK.

You mean the new DESIGN pressure and not the OPERATING pressure? Because generally Rerating deals with most severe condition. For pressure testing of piping already in service, consider 1.2.1(included fluid services), 8.2.6 (pressure testing) and 8.3 (rerating) of API 570.
