Depends on the steel. Steel plate really is cheap compared to steel
weldments. By the time you've rolled it, burned out the stiffeners,
lugs and openings, prepped the joints, tacked and fit it, welded it,
inspected the welds, blasted and painted it, hydro-ed it, and wrestled
it on a truck, it isn't so cheap any more.
