If youre working for a company thats ISO certified and PSM compliant, then the training needs of the employee (yes including the designer) are already in place? Why is that?

Because of the ISO/OSHA requirement related to Competency/Training. In our case, even the job progression is tied up to the ISO. Check with your boss or with the HR Dept.
