I think the SIF applies to the point were the branch meets the run, not
the threaded area. The threaded joint is double thick since the pipe
and thickness overlap. There is also some interference when the joint
is made up and tightened, so the stress at the threads isn't subject to
the same fatigue loading as the remainder of the fitting.
