ADMIN: Members to Include sigs

Hello all,

This is the first of a few notifications for people to include some form of identification within their email messages to this discussion list.

Many contributors already do this and it is quite simple to implement.

The minimum to be included has to be a valid, non-Yahoo (or Hotmail, Gmail, etc.) email account, full name and organization. In other words, somewhere you can reliably be reached.
