One approach is to do a cost benefit analysis and net present value calculation
of the energy, financing. maintenance and incidental operating costs over the
life of the plant versus the Capex of increasing the line size. Then again the
line size may be increased so that it can be supported over the span betweeen
supports of larger pipes without providing intermediate supports. Yet again it
may be a slurrry you are handling and then the fluid velocity has to be fast
enough to keep the solids in suspension but not so fast as you wear the pipe
out. You have not given enough information for us to help yo for a specific
problem Neither have you said it is a general question. What is it?
Generally you piping specification will dictate minimum and maximum velocitites. If you are charged with the responsibility of writing this specification, get help as you obviously are at a loss of the criteria involved. It needs an experienced engineer to prepare such documents.

If you have the funds to invest, AFT have a marvellous program that computes the hydraulic losses uses a pump and pipe database, includes all the financial indices necesssary to do a very sophisticated piping selection. As energy costs are rising this software is a world leader and would enable any organisation to save in Opex and Capex fr a new facility. But as other memn=bers have said software alone will do nothing it needs an experienced brain to work it reliably. Garbage in means garbage out.
