Highest g I ever had to deal with was on a secret chem plant build on the Island of Taiwan... I don't recall what the g @ grade was but on top of some of the 200 Ft ~ 61 M buildings the C/S boys gave me g values as high as 1.5g as I recollect.

The facilty was built many years ago and has experienced two of the big ones with no damage... the other extreme site condition was the basic wind speed at grade of 140MPH ~ 225 km/h usually g values are set by the local building authority... but whoevers deal it is, gets to call the game and whether there are any wild cards!!!!

Yes the accelerations are a little on the high side. I suspect, as Chris indicates, that there has been some "to be sure, to be sure" going on, because most likely the application will be critical service.
However in this instance I can see no harm in overdesign, and it may cost less overall than talking the client around to a rational design basis.
