Having slept on it... heres some of my thoughts...

If the system is under the jurisdiction of B31.3 and if you are trying to qualify the system as being compliant to B31.3 and if this component is indeed an unlisted component per B31.3 you may do the following...

Prepare a doucument package including two calculations of any nebulous nature, the doucument package should explain the history of the component and its succesful (asuming this is true) in service life. The component would then be qualified as a unlisted component per Para. 304.7.2 (a) subject to the owners approval. As for its maximum pressure rating it would be no higher than it has seen in service to date. The short term conditions would then be applied above that P/T for upsurge see 302.2.4

But the volume is such that some regulators might indeed want it to be a Section VIII vessel.
