That's a good question, and many books say different things depending on the perspective of the writer.
If you search the list archives for "eccentric" you'll find quite a few messages that discuss this (some results will probably describe some listmembers without even mentioning reducers, however). Someone should distill the varied thoughts on this subject and I'll make a short paper on it and post it at the site.
Maybe we can come up with definitive answers based on different conditions.
