Short answer is "yes".

Longer answer below

Some considerations may be

1. Will the plant allow hot tapping
2. Will the local jurisdiction allow hot tapping
3. Fluid and flow rate inside the pipes
4. How will the joint be tested?
5. Is there room for equipment needed
6. Is hot work allowed in the area?
7. Is the line heat traced, can this be done
without disturbing the heat traing.
8. Carbon content of existing line (actually material of existing line in general)
9. Is there a possiblity of burn through.
10. Operating temperature of existing pipe
11. Size of existing / new lines
12. What is attached to the line (eg upstream
of rotating equipment)

This is just off the top of my head, I'm sure there are more..
