I work in petrochem and before that in power plant and before that in refinery and before that in US Naval facility. The reason im mentioning this is because in all of the places that ive worked, a management system is in place related to anything that has something to do with engineering works and doing quality work.
My assumption is that people who earn their living by using PDS/PDMS or CII (this is piping design isnt it) or just involved in piping engineering are also following certain policy/procedure governing their work like how to initiate a project or issue a design packages.
In addition, these very same people is familiar with the working of not only the applicable Code that applies or the use/selection of proper material but also the SHE requirement in addition to their inhouse management system - most especially if the project deals with handling hazardous chemicals.
