I believe various types of temporary "plugs" (and also "caps"), along
with suitable restraint provided, are also sometimes used e.g. for
pressure testing pipelines or sections of pipelines (in new construction
and maybe also in some cases for specific later condition assessments
etc.)

To keep the stuff you put in the pipe on the inside of the pipe and also to keep the stuff outside of the pipe on the outside of the pipe. You generally don't want outside stuff mixing with the inside stuff and vice-versa.
Seriously though, threaded plugs are used to seal pipe openings such as couplings and olets after hydrotesting is completed; often they are backwelded also to avoid potential leaks during operation unless they are to be also used later as process vents and drains. Plugs are also used to seal the ends of threaded vent and drain valves to keep gunk from fouling the disc/seat and to protect the insides from possible corrosion.
