I suggest that you get hold of the article written by A R C Markl on this subject..

   I have read this article a long time back , which appeared in a book on Piping engg, which has a compilation of a number of articles on the subject..

   In fact, this article will enlighten you on the background of (1.25 Sc + 0.25Sh) used in B 31.1 and other piping codes

   It is difficult to explain it briefly in a medium like this ..
