jacketed means some through cavity is provided for of media cooling/heating flowing through the joint and expansion is used to indicate that the joint is used to connect a smaller duct to a higher size duct.

Now I have been around in this buissness for a long time and I do visualize what you mean by a "Jacketed" expansion joint.
