Pneumatic test for llines at site

Hi,
As per ASME B 31.3 the pneumatic test pressure sahll be 110% of line design pressure.But the valves to be pneumatically tested are tested at max of 7 bar as per API 598.In this case what will be the test pressure for piping. Can somone explain.
