If its an EPC scope than the bid is for a lump sum contract either for one particular unit or the whole lot. Maybe youre refering to a sub-contracted work from an EPC - like Piping. If that is the case, then the work limited to Piping has already been spelled out by the EPC to all potential sub-contractors during the phase of bidding. It can be all inclusive or limited in scope with the EPC maintaining control.
Note that all qualified EPC - has a written procedure on almost everything related to engineering, procurement and handling contracts including controlling/managing the projects
