The comittee generally leaves thing open for sound action and judgement on the part of the "designer"... having said that I will say that Preheat and interpass temperature control are good things.... generally you can always use more rather than less preheat.
The skill of the welder and the technique being used along with the base meatl type and thicnesses are all important considerations.... and finally pwht shown in the code is a minimum requirement a designer concerned with the as welded condition may always add pwht.
I would talk to a qualified welding engineer for specific guidance....
