As for client specs, that's pretty par for the course when it comes to valve numbering and even line numbering for that matter.
I don't believe you'll have much problem as far as errors go, just so long as you have an engineer thoroughly and meticulously mark them up, and have the drafter fix them up with equal effort.
The only downside to this is the amount of time this'll take.. it sounds to me that these are going to be some rather large numbers, and I'm going out on a limb and going to guess between 10-15 digits before it's all said and done. I say this may take a lot of time because there'll be a fair amount of drawing "re-organizing" involved to incorporate these numbers if this is the case. Because I'm sure the drafter didn't allot space for numbers to be added, and if he did, he certainly didn't expect "VIN" number-esque sized labels.
I just recently tagged a 23-page P&ID set (marked up by the engineer) in about 8 hours combined, including equipment, valves, and line numbering. I got it back for a second iteration and I think there was like 2-3 numbers I missed, and about 15-20 numbers they forgot and/or didn't have available to them to mark on there. Iteration #2 took me about 1 hour to complete.
I have no clue the speed/efficiency of your staff, but assuming they're good, qualified people, I really don't see much of a problem. In the end, I guarantee the reward will definitely outweigh the trouble though.

Thanks for the quick response Michael.
The tags I'm refering to are pre-determined valve codes. These are
an assigned code from which you can ascertain the valve properties.
Such things as: Valve type (gate, globe, etc.) end connections
(flanged, BW, etc.), rating, material, trim, handwheel or gear
operator, and so on.
To answer your questions:
a) These numbers/codes are predetermined and just need to be noted
against the valve on the P&ID.
b) These are in the client spec.'s.
